HI , Are you sure that CIC doesnt send medical request if the eligibility is not passed? I am sure why they did that. I have passed the medicals in Marc 2015. Also the question is If my PR is not approved then why did they issue BOWP in 2015.

That is the only reason for refusal. I also have to leave Canada as I was on a implied status.
