I think no (i do not have a spouse therefore havnt been in that situation through out the procedure), have IRCC/CIC asked you to submit the degree scan copies? have you already submitted your application?

Best to my understanding, if you have not claimed any points for your spouse's education and your the principle applicant you are not required to provide ECA for your spouse. Senior member please correct me if i am wrong :)

It is not going to be an issue if your using ICAS. I think the letter should be new or maax 6 months older. - anyone else can advice better. I am not sure, online is the most convenient way.
