I have done the same thing(many times) from Delhi in the past. It usually doesnt take more than 2 weeks. But with strike going on now, I have no idea how long its gonna take. About the medicals, you dont have to go for medicals if you have already completed it in the past.

It depends on where you submit your application.

You can get the visa stamped based on your valid work permit. You also have the option of getting it done in Canada itself.
