That is just a caution for the applicants without bachelor degree. Because two are more certificate is possible without Bachelors too. OINP wants at least one to be Bachelor. JAust choose two or more certificate and add both bachelor and diploma. You should be good.

If you do not have pay slips, submit other documents related to it. Like bank statements, IT return, form 16(doc required to file tax return in India), appointment letter, promotion letter(if any) and expalain in LOE. My employer did not mention salary in reference letter. I mentioned that in LOE.
