Not at all, 4 month is very very normal. You don't need to do anything. Even if you call or send CSE, you'll get the typical response that your application is within normal processing time.

Sometimes that means a PPR is around the corner. Don't get your hopes too high though, there's been more than a few exceptions.

Did you send the email directly to VO or via a CSE? I suggest that you call CIC and confirm that LVO has received your email and ask for further instructions.

You have to land to officially become permanent resident of Canada. For this, if you're inland applicant, you can either go to a port of entry and leave Canada and re-enter, or make an appointment for doing the landing formalities at a CIC office (inland landing).
