I mean I've submitted my application to CIC so the refund I'm referring to is the application fee itself. And yes, they still accept paper -based applications lol. It's still a last resort for a lot of people :P

You are required to submit your documents immediately to CIC once you have everything in place.

You might want to consider having another account for OID as well. When you say ready, I hope you mean account created and all documented uploaded so that all you have to do it to click submit?

Yes they will ask you to choose one. How long that will take is not fixed. It will happen when they notice that you have two active applications.

I don't think you can 'transfer' your processing. It's a gamble when you have to take when sinp asks you to choose one

I don't think so. It might take up to 3 months for you to get AOR (meaning your application is being reviewed by CIC) but linking via gckey is just a matter of days. I was able to link mine after 5 days.
