Honestly, it's all just speculation... let's just wait and see what the forum members report back in the next few months for both OTT and ISB cases. One thing does seem clear that they are trying to clear the backlog and process files faster.

I got an email from: Citizenship and Immigration Canada - CPCM which included a PDF letter stating my approval and transfer to the designated regional office for the applicant, which in this case is ISB. Hope this helps.

I am curious what the "criteria" is for sending files to Ottawa for Step 2. My guess is random files.

Hey Honeywell.... it still shows Application Received. I think it takes eCase a few days to update, not sure. Basically, instead of receiving the letter in mail (as other members have reported), I got mine over email as a PDF.
