What application date is 2147 on?

This is very strange. We all sent one of the two original copies from WES. Were we supposed to send both the copies? If so, the reports were duplicate, why would they need both?

If a certain NOC hits the cap on its 10th of the 30 applications received on a certain date, how do they pick the 10 that make it to the CAP?
