Did you try getting your UCI number from CIC.? If yes then check your ECAS online if its active . If not then try to get the UCI number .

Please call CIC and tell them about the lost of access to ECAS its a technical issue most of the times.. they will transfer you to technical service dept and you and notify them your problem. I am sure your ECAS will go alive then .. All the best :)
