I am landing via road and trying to return after landing. My COPR expires by Oct. I dont want to wait until Sep/Oct as we dont know what might change on both countries.

If your stamped visa is still not expired, you are good. You will travel as usual. There is no need for a visa with new employer. Since you would have visa, you will be allowed to enter without any issue. Even if you dont have visa, AVR is still working for lot of folks. You will be able to...

Mostly by end of this month or early next month I am planning to travel. Rules are changing in both countries everyday. So sooner the better

Mostly all of the borders should have the same information on crossing. Given that lot of people were able to successfully complete landing and return without issues, Seattle and Toronto border would be my option. I didn't see anyone reporting issues from any of the border as well.
