Though only highest degree can be evaluated and you can claim points on assessment. However, SCDL degree is most likely to be evaluated as Diploma. So in that case you need to have a degree which is 3 years and more to claim 2 and more degree/ Diploma. Advisable is that you get your both degrees...

If IQAS evaluates your masters from SCDL, they certainty evaluates bachelors from DU. Just contact them and ask whether they evaluates Bachelors. You will end up saving $300 for sure:p All the best
