Looks like..... Apparently they will charge for 10,000 but start processing the first 5K for now, until the new rule comes into effect. Though, I am just guessing about charging 10,000. It's hard to understand this part. But yes, this definitely means that only 4,000 will be returned back.

Don't you think they just updated their system around 1:30-2pm? Who said the update always happens in real time? Why would they lie? If people pay for a certain delivery time, Purolator might have been in trouble so many times if they lied!!! It's only us who can't find out exact delivery time...

Thank you malu08, And if I did not get into the quota, then probably they will send the package back with a regular mail, right? BTW, on the CIC site they've changed the Processing Times page, and now it shows timing only for the 1st stage of application, i.e. the Canadian part. I could not...

So what happens next, does anybody know? If my application got into quota, will they charge my credit card right away (let's say today-tomorrow), or it will take days/weeks/months until they get to my package?

TetianaSH, we are also going to explain the situation in the cover letter, we will not be able to provide a proof from the bank by the same reason. Hopefully people from the Canadian Embassy understand the situation in the country, they live in Ukraine too. I even doubt they will ask for...
