sorry, based on your explanation, the upload passport request is probably not the parents' passports but the one they asked to prove parentage, i.e. sponsor's passport.

I have the same timeline: Medicals done in February, Ottawa visa office. I did not pay the fees after Medicals, and got the request a month from now (in September) to pay the fees. It means, they did touch my file. I paid the fees and am waiting now again.

not yet. Did you get the passport requests? We only got the request to pay for visas, but not the passport requests yet (I did not pay for visas earlier on purpose, was not sure that medicals will be good, so did not see the point in paying ahead of time). In the letter requesting the visa fees...

I might have missed something, but the spreadsheet shows 1 medical request from Ottawa, with the type "upfront". What does it mean? The medicals were done without the official request from the VO, or there was an actual request and Ottawa is processing 2016 batch already?
