If you are pre-ITA then you should get ECA for all your degrees. I have a Bachelor and a Masters and sent in both. You will get points for all your degrees. Good luck!

The background checks are a complex process. One reason for a long wait/ hold up is if the travel history is long. You don't really know what the CIC checks and every case is different. But movement in your application is a good thing. Just stay patient :)
