    You don't need a US visa because you don't enter the US. You tell the US officer that you want to flagpole, they give you a piece of paper that you withdraw your application to enter the US and an officer will bring you back to the Canadian border where you can land

    You can apply through Ottawa as well if you are a temporary resident (work/study permit) in Canada. I applied through Vienna because I didn't know that I could have applied through Ottawa. It took exactly 12 months for my COPR but most of the people at the Vienna VO are waiting even longer right now
