    You should mail (express or priority) all the available documents plus a letter mentioning reason(s) for delay of the unavailable documents immediately. You must make sure that CIC receives your packet within the 45 days time frame.

    Have you considered any possibility of application return for incomplete? Do you recall anything that you didn't do but were supposed to do? Otherwise, I cann't think of any reason.

    So, this is a timeline without any RQ. Without those two additional enquiries, it could be completed lot faster. Perhaps a saving of 4 months or more.
