I think the procedure is to first formally inform them about your newborn (congratulations, by the way! :)) via a CSE, and then they will send you the relevant instructions for your particular case.

Maybe it was a mistake on their part, and they will reopen your application? But in the meantime you could creat a new one just in case. Try asking...

Why are you expecting to be asked that? You submit your IELTS at the time of application, by providing your IELTS certificate's data in the e-APR. They usually don't ask for anything else. Even if your application is transferred to LVO, it might not be in your country. The LVOs are for regions...

As far as I know, BG is IP from early stages for FSW Inlanders (maybe CEC, too, not sure), and goes IP close to the end of processing for FSW Outlanders.
