Yes I call to CIC, when I request more details on correspondence she instruct me to send Representative form as being a sponsor dont have rights to access spouse appliaction..lol What a nice system >:(

I submitted docs as per checklist but will recommend you call CIC @ 1888-242-2100 select option 2 press 1 then press 1 and 0 to speak to an agent. Hope they will address all your questions.
