The norm is 12 - 14 months. It you're lucky, you may get the certificate in as short as 3 months. :) If really unlucky, 18 months. :( Nothing you can do about it unless there's really an emergency need to travel.

Visting Canada as a tourist and Landing in Canada as an immigrant are not the same. The process is different for each scenario. If you have the means to do one or the other, it's really up to you how you will present yourself at the border to the immigration officer.

Do you still file Canadian Tax Return? If yes, then at least in the eyes of CRA, you are a Citizen & a Resident of Canada. By extension, CIC may also regard you in the same way.
