yes that is one of the eligibility requirement to apply for pgwp . you must hold a valid study permit at some point to apply for pgwp that is a statement on IRCC website.

yes their is no problem you can apply for NNAS while on student visa .

usually for most of colleges , written completion letter and transcripts are considered as official confirmation of study completion.So when she received that she need to stop working.The date on letter is usually different from the date of final exam.

I think you are good if you are applying for pgwp on the same day when you will receive official confirmation of completion .The completion date usually uploaded on college website page or you can talk to international education department to know about this date.

Extension processing depends on processing times that varies time to time like 85 days or more right now .They will not refuse because you are applying with valid enrollment letter from university .In refusal cases they still give 90 days to restore status , not sending home immediately.
