You probably might not like this but it appears to CIC that your marriage with the PA is suspect. It seems to CIC that you have perfected an "arrangee" marriage just so you can be included in the PA application. That your spouse is established in Benin is not in doubt and all other information...

You need to register and write IELTS as soon as possible. IELTS (a valid one) is one of the requirements for CIO application processing. This cannot be waived for whatever reason.
