As far as i know, you need to visit a local police station or a Passport Seva Kendra (PSK) for the PCC. Many people on the forum have mentioned that getting it from a PSK is generally better. The guys at PSK i believe will stamp your passport and hand over a letter for the same.

Hi, I have traveled to Bhutan from India via road for a period of 7-8 days. However, the immigration officers in Bhutan did not stamp/ mention anything on my passport. They had just asked us a copy of our passports along with a photograph. How can I then prove my travel details to CIC ? Thanks
