What you described here is more likely a AOR; it sounds more like a honest mistake from IRCC side to me. I will suggest wait for couple of days, you probably will be able to login through ECAS. If your's is a family application, check for other members AOR email's. Last option, raise a concern...

yes they are in parts in span of 4 years from date of application and has nothing to do with where you filed your taxes. Income tax requirement is different from this.

yes, if those 183 days fall in the duration of last 4 years. so lets say if you decide to apply today for citizenship; from Jan 18, 2014 till today if you have stayed in India for more than 183 days, you have to submit police certificate with your application else not.
