Yeah man not sure how these people are getting so fast, one of my friend is still waiting her AOR was on 27 April. She is inland applicant. But then again there are many other who also got their decision in time who received AOR later than that. Are you an inland applicant?

Looks like people who are receiving decision made also have their background check is in process, its only you and I seeing that not applicable thing, Did you try to give them a call and see what they say?

I don't know why background check says not applicable in my case. I have seen just one other person with situation as mine.

I think we need to ask the person who still sees background check in process, what he sees there, because it could be the case that CIC changed its way to reflect decision made message.
