    No. As long as the person isn't on welfare, he/she can sponsor his/her spouse or dependent child even if he/she is currently unemployed. It would be better however for the sponsor to find work immediately.

    Unfortunately your uncle can't sponsor you. If you wish to migrate to Canada, you'll have to qualify on your own. You can do this via the other immigration programs available.
