You do not send any document to WES. It is your University who sends the marksheets & certificates to WES directly. When you know that your transcripts have been couriered from Univ. you can register on WES. Registering early will not help unless the documents arrive on time.

I did not notice any deadline as such. But why would your University hold things back? You should be registering around the time your Univ. sends the docs. Otherwise whether you registered early or not the assessment is delayed anyways.

I am not sure why you cant go for a LMIA with minimum wage paid. But if someone has told you so there must be a reason. Try looking for other jobs that will pay you the median wage.
