I suggest you call them and get a refund. Same happened with me. 2 day delivery advertised but reached in 3 days. I called Canada Post and they just refunded me the whole fee.

No. You can submit your transcripts from school showing that you've studied the English language throughout. You can also get a language certificate from school stating that you've the primary language of study at school was English.
Whatever it be, IF you were outside Canada during the 4 year period for over 183 days, then YES. You will need to submit the document.
