Yes, Ontario needs to issue an invite.. we can't directly apply to oinp.. it's a passive flow.. you just need to have a valid EE profile and indicated to settle in Ontario or all province..

You already have clb9 in IELTS.. you can add another 6 points max to your CRS as long as you are below 30.. but a one year PG would give you 33 more points.. you need not do that from Canada.. you can do the course from any recogireco University in your country..even distance education is...
