I also called today since I am completing my 6 months on Monday. When I called on April 22 after a GU the agent told me that everything is valid and waiting for final decision. Also my file was at Edmonton. Today agent told me the same status but file is at Ottawa now.

Progress bar came back. I think they are not responding on May 16-18, only because of the Victoria day long weekend.

Now it’s disappeared for me also.:(

I had a GU in my profile on April 20th and as per IRCC agent(I called on April 22), everything is passed(eligibilty, criminality and security) and waiting for final decision from officer. But no changes in my profile. It is still showing eligibility in progress and background check in progress.

For Inland applications, biometrics is applicable only for the application submitted after Dec 3,2019. In your case, you have submitted on Nov itself.

For Inland applicants, biometrics required only if applications is submitted after Dec 03 2019. It is applicable for any inland visa process. I have submitted my PR in November 2019 and no biometrics. I submitted my WP extension, in March 2020 and received biometrics letter.

Even for Inland-CEC applicant they have issued PPR on last week(From Edmonton office). That means things are going.

Yes, He needs ECA to claim education points. If he wants to claim his spouse education points, ECA requires for that also.
