I think, That is the generic photo instruction for PPR. Usually when they send PPR we will be sending 2 photos with passport. In our case, we already got CoPR. So I think only need to send one photo

The instruction in my COPR says "If you have a Confirmation of Permanent Residence (CoPR) document in-hand, please send it along with one photo that meets our photo specifications to the address listed above." I am not sure why this conflict. Could you please double check your COPR?

Usually both visa and WP will have same expiry date. Not sure what is your concern.
