I have read from (FSW 2014- Master Thread - 2171/2172/2173/2174) that all applications after Dec 10 were returned due to cap fill. Try to read it from there. But I don't know if it's indeed true.

Are you way behind the usual waiting time for PER (20-30 days)? If not, no need to worry. Some have their PERs later (in months) than the others. But if the wait is unusually longer, call CIC.

And if it's MR we are waiting, when should we expect it (the average time)?

If you haven't received anything from CIC until this time (CC charging or PER), then maybe you don't have chances. Try calling CIC to check on your status.
