I think he's talking about how this one your NOC does not matter. While in CEC, you need a Level 0, A, or B or qualify. Those are harder to get now due to the pandemic.

I will say you should keep calling IRCC. Last I forgot to upload a document, when I spoke to a representative she sent me an email with the web form to submit my documents. Plus you’ll get a concrete answer from them on what to do

I don't think that's a good idea. From what I read, you have to be in Canada during the processing of your application. Correct me if I'm wrong
