Most likely a rumor. Visa Offices cannot just simply implement that move unless otherwise officially declared by Canadian government and if that's the case such should have been implemented to all visa offices around the world.

Normally, it should have been charged a month ago. Try calling or emailing CIO regarding the status of your application.

Finally got a PER mail today as forwarded by my consultant. Official PER date is Dec. 29, 2014. ;D ;D ;D ;D

So great of you Canol for having managed to get their names and convinced them the importance of UCI during the conversation. I happen to be one of the unlucky callers before. Just by the the time I spoke UCI, the lady declined outright. :'( :'(
