It’s almost certain a fingerprint request. In your case I’d suggest contacting IRCC call center for follow-up and request the correspondence to be resent since it’s over a week.

Based on the historical trends IRCC Vancouver seems to be the central clearing office for citizenship FP reports. P.S. I'm from Toronto and have been instructed to send my FP to IRCC Vancouver as well.
