I applied after receiving the AOR.

I've applied online on 15th march, copy of AOR requested on 25 April, uploaded the same day, received confirmation on 4th may and received the work permit in mail today.

I received mine today

They are not going to ask for an employment offer. If you are intending to live outside Quebec you can apply under CEC.
