If you already found your job title listed as one of the NOC, you can apply through that NOC by creating a profile in Express Entry.

I think if you obtained PCC after leaving a country and never went back, it should be valid forever. Whereas for the country you are applying from, the PCC should not be more than three months old when you apply.
