Hi Arash and welcome to the forum Your file among many others including mine were sent directly to Ankara. I also received the same letter, though after calling CIC (in March), I was informed that my file has never left Canada.

I really doubt this would include those whose files were transferred to Ankara from Damascus and also those whose files were put on hold in Canada. But hopefully this would apply to new applicants
