Called CIC 3 times and got lucky the 3rd time.
Reason for rejection is: Language Test Results had expired
My IELTS was due to expire on 25th of May 2014 and my application reached CIC on 9th of May 2014. Then where is the issue. The document checklist states:

I took IELTS on 26th May 2012. As per CIC, it should have expired on 25th May 2014. My application reached on 9th May 2014.
This should not be the reason for rejection.
Still waiting for my package. Will let everyone know what was missing from my application.

Don't see any point of sending a mail to them now. They would take 40 days to respond and by then you will anyway get your DD encashed/file returned.

People whose applications were rejected have received it in India. I am yet to receive it.

Yes. I sent a mail on 18th June and they cared to reply today.
I cant possibly think of any one particular reason. Possible reasons could be:
1. NOC mismatch according to CIC
2. IELTS expiry (25th May 2014) - Application receive date (9th May 2014)
3. Sheer bad luck
Don't know what to do now...
Just now got a mail from CIC:
'Dear Sir/Madam:
Please be advised that your application was returned with all attachments on 11 July 2014. It was deemed incomplete. A letter of explanation was provided along with the application package.
We do not keep detailed records of each application...

My application is still not back. City of residence is New Delhi so most probably it should have reached me if it was rejected by CIC.

Wonder what's going on with my application. Probably CIC is contemplating direct PR for me ;D
Even I received my application last year via ordinary post only. But, that took 2 months.
This year, Nithya and GTiwana have received their applications pretty quickly. Guess there is a change in process by CIC. Hence the question.
