Well it depends upon the nature, duration and purpose of the visit ! They may check any time even after PCC. If you have proper justification of your travel with docs supports, it won't take long for BC and SC .

The fate of this application is now depend on the litigation by some lawyers ! If they fail, you will get your refund soon. It will not be processed now as proposed by government of Canada ! Try applying fresh when new rules will come into effect this Jan/Feb. even, I got old application...

You need to renew your visa as soon as possible, if you want to come back to Canada. If you don't want to come back, don't worry just pack your bag, get ticket, go to airport and proceed to your home country. Regards
