For BC PNP, you can apply again for Express Entry PNP stream, I already asked BC PNP nomination officer. You are better ask MPNP for their opinion.

I got mine within a week ( applied before Covid). Normally, you can get the soft copy by accessing to the link they sent you. If you can get it in the link, i suggest you could send the soft copy via web form first explaining that you have not got the hard copy and send hard copy to them...
