Keep trying to call them and be sure to keep proof of your attempted contacts. (Sent email etc. that shows that you did contact them about the issue.) What did they say when you called them earlier or were you not able to speak to someone? Hopefully you can get this resolved but if it doesn't...

If you applied from the US or Canada your case will be processed by Ottawa. After receipt in Sydney and PER they send it to whatever your VO office is...so if yours is Ottawa it should be in Ottawa. 2nd line update will come when they actually start doing something else with it.
