You may walking to designated RCMP police clearance center (Depends on City or Town) with your Drivers License your address information.... May be your passport and work permit. You need to inform you are using the PCC for immigration and they will give you a letter while you wait.
Gather as much prove as you can like Offere Letter, Pay Stubs, Reference Letter. You never know down the line if CIC asked you to confirm you will have backup to prove your experience ;)

100% an employer could post PHD (just saying) when designing job requirement.
CIC will only see if it meet minimum job requirement from Human Resouce CIC.
It could be reason for not accepting the LMIA application as job requirement need to be posted from HRSD.
However your employer can describe either Masters or equal amount field experience.
Its always better to check with Service Canada.
It does ask for Prefered work status however you may write Implied status, restoration or Visitor visa.
You could be back home and apply for LMIA as far as you are on legal status.

You need to have one year continuous skilled O,A or B category work experience in Canada.
Federal skilled Work
You need to have One year continuous skilled O,A or B category work experience from Foreign countries.
