I think he/she didn't send it in during your first application. Its not really doc request per say. Its folks at Sydney who feels u need before they send it off to CPP-Ottawa.

Out of curiosity, do you guys know of anyone who works on a more than 20-hour basis off campus jobs especially since these phd/grad students have already completed their courses and comprehensive and thus are technically no longer bogged down by exams etc?

Can't wait for PR to come. Got an offer outside and company is willing to make a deal for me to work on a part-time basis (using the off-campus work permit) until I get my landed status which they will then convert me to a permanent employment. I haven't applied the off-campus work permit yet...

asbereth, you are like me too. I am also on the 16. Have to wait a good extra 1 mth if my theory is right.

I've been noticing a pattern, although I can't proof it yet - that they tend to process doc request (med, bank statement, police cert, cv, list of pub) mostly before the 15 of the month (1st - 15th) and then lay low for our stream for the 2nd half.
