Hi You don't have to apply separately, as part of landing process when you land at a Canadian Airport. You will apply for the same. Please make sure you carry any local (Canadian) address with you, this is the address to which your PR card will be sent

NDVO should be able to accept the same. However, as these are very volatile NDVO might ask you to provide the latest statement. If I was you, I would move the funds to a BANK and get a FD(Fixed Deposit) for this amount. So that NDVO will not have any questions about the latest value of the FD.
