You shouldn't file the form to ECA, you should order duplicate copy of your ECA report on WES website and sent it to OINP. Then they will send the electrionic report to OINP within 1 working day.

I think so because they rejected your application for being "incomplete". But I do find it strange cause I read that they only verify your highest education. Maybe IRCC became stricter recenlty.. Did your friends also put bachelor's degree in the education session of their EE profile, provided...

Which program are you applying for? And did you apply for course-by-course or document-by-document WES report? I think that you should use "send to IRCC" to generate your report, cause that's supposely for immigration purpose.

Have you tried creating EE profile using 2 6-months experience?

I might know the answer to the 3rd question.. When you create EE profile with 2 6-months experience, your profile will appear as ineligible. So I believe you will need 1 year experience under the same employer in order to enter the pool. pls correct me if I'm wrong.
