I am aware of this, but my concern is with the last part " The form must be sworn to or declared before, and signed by a person authorized by law to administer an oath or a solemn declaration" What exactly this line refers to?

Guys, so i am aware if we can not find a gurrantor we can sign a declaration form. Does anyone have any real experience with this, i mean do we just fill up the form and take it to the passport office or there is anything else to it as well? Would really appreciate any guidance. Thanks
