That's standard reply I got after submitting webform .....they don't really reply to it

Hello, They gave me work permit support letter by mistake and I did not apply for work permit. I called SINP and they confirmed that It was provided by mistake and should not apply for work permit. It only applies to people who have job offer letter.

With nomination, they also gave Work permit support letter. Not sure if they made mistake because I do not have job offer Or everyone gets it? Can I apply for work permit with that letter? I am an outland applicant. Just wondering if any one has any info about this.
