Yes, it looks like that the counter is applicable when CIO accepts the app and sends AOR.
So everyone who got AOR after Nov 9 is part of the counter, I guess, otherwise 48 app on Nov9 looks too high.
Clock is ticking guys. We should see credit cards getting charged of nov first week applicants any time now.
Keep an eye on your credit limits that's where you should see the first sign of the charge.

There is no exact queue kind of processing. Applications are processed more close to each other. Be rest assured, as ur CC is charged you should get your aor soon. Give a try to login to ecas, just in case the email may have gone misplaced.
