Not sure how you decided that because file is referred to level 2 officer it won't be further referred to a citizenship judge if the case so requires !

seriously ! they will provide you information over the phone ? the latest we heard was the call center doesn't provide any information over the phone, have you received your atip ?

If you have a citizenship certificate and are outside canada why would you not apply for a passport at the nearest embassy in whichever country you are in !
