police clearance is for issuance of Visa not for entry, so it doesn't matter. At the border they check your passport and Visa stamp, not any other documents like PCC, Aadhar, Medicals. So, don't worry at all
VFS is NDVO partner for passport transmission. We need to send two recent passport size photos along with passport. Read the PPR letter thoroughly. Click on this link. www.vfsglobal.ca/canada/india for local VFS address.
I think, different visa offices follow different steps in processing, comparing with other applicants from your local visa office, may help you to predict your situation.

My file transferred to NDVO on November 9th and my ECAS got updated with second line on Dec 5th. I think, there would be a time gap between both.
Hi Singleman, I passed my medical on Aug 30th and after 2 months 8 days my file transferred to NDVO on November 8th, there is no uni-formal steps they follow.
